We generally don't remove characters from this list when they go inactive because it is difficult to keep track of such things.
If you see a character on this list that you would like to play, I suggest you look up their user profile and see how long it's been since they have last posted. If it looks as if they have not posted in months, PM a staff member and ask if you may apply to play that character, because canon characters are required to remain active if they wish to keep that character.
